On 14 September 2026, Natural Resources and Environment Minister Suchart Chomklin led a joint inspection of suspect shipping containers at Laem Chabang Port in Chon Buri. According to the Department of Special Investigation (DSI) , 18 agencies and organisations took part, including Customs, the Pollution Control Department, the Department of Industrial Works and UNODC. Of nine containers opened, three from Poland, the UK and New Zealand matched their paperwork. The other six, shipped from the United States and declared as aluminium scrap, were found to contain mixed electronic waste.

The DSI says it has already confirmed violations in 151 containers and is working through a watchlist of about 825 containers believed to have entered Thailand, linked to seven US exporters and 16 Thai importing companies. Officials stress that a container or company on the watchlist has not been proven guilty. Bangkok Post reported that the minister wants to end Thailand's image as "the world's waste bin". Customs figures cited by The Pattaya News show about 2.7 million kg of e-waste seized in the first 11 months of fiscal 2026.

Four days earlier, on 10 September, Chon Buri officials raided three warehouses in Phan Thong district after complaints from local residents. Khaosod reported nearly 100 tonnes of material being sorted: electronic waste, circuit boards, lithium batteries, plastic and aluminium. Some broken circuit boards had been mixed with cement and bagged, apparently ready to be dumped. Fifteen Myanmar workers were on site, and reporters were told the business may have been backed by Chinese investors renting the site in a Thai person's name.

On 18 September, Thansettakij reported that the ministry has set up a task force covering the eastern provinces. It plans to trace dumped waste back to the factories it came from, push civil as well as criminal cases, and apply the "polluter pays" principle so responsibility does not stop with the truck driver.

This crackdown is about imported waste and pollution, not data theft, and no data loss has been reported from these sites. But it shows something every Thai IT and facilities manager should take seriously: once electronics leave your building through an informal channel, you have no idea where they end up.

  • Scrap yards break hardware for metal, not for privacy. A yard that strips circuit boards for copper and gold has no reason to wipe a hard drive or SSD. Drives that survive the sorting line can be resold, and their data can be read.
  • Nominee operators are hard to hold to account. When a site is rented in one person's name and run by someone else, a promise that "we will destroy it" means nothing.
  • Traceback works both ways. Authorities now say they will trace waste back to its source. If your asset tags turn up at an illegal site, the questions come to you. Under the PDPA, you also remain responsible for personal data on devices you send out the door.

  1. Separate the data from the waste. Remove and destroy storage media first: hard drive and SSD destruction for laptops, desktops and servers, and proper wiping or destruction for phones.

  3. Keep the paperwork. Record serial numbers, collection dates and certificates of destruction with your PDPA data destruction records .
  4. For office cleanouts, relocations or refresh cycles, handle everything as one documented IT asset disposal job, so nothing gets left in a storeroom or sold "as is".
